Abstract: Public-private partnerships have become increasingly popular as a major step in the process of economic transformation in all developed and developing countries alike. The current research aims to identify the experience of the partnership between the two sectors and to identify the reasons underlying the adoption of the five-year development plans in the Kingdom for such an experiment at an early stage. The research also followed the analytical descriptive approach and the quantitative approach also to find out the role of implementation of the policy of partnership between the public and private sectors in the Kingdom in alleviating the Saudi budget deficit, which worsened in the last years of this century. The theoretical study of the investment experience and the partnership between the two sectors in the Kingdom concluded that this policy was not the result of external pressures from international financial institutions, but rather awareness of the need to increase the share of the private sector, expand its contribution to the national economy and enable it to play its role in investment and financing in accordance with national development plans. The formation of a model for the symmetrical integration of the relationship between the publicprivate partnership and the balance of the general budget in the Kingdom during the period (77-19-2016) shows the acceptance of the research hypothesis that the implementation of this program in the Kingdom has a positive impact on alleviating the Saudi budget deficit, This experience is one of the means of economic transformation in the Kingdom of careful study of projects that are selected to participate with the private sector on the one hand and partial transformation and gradual implementation steps on the other hand
