This research aimed to identify the barriers of Foreign Direct Investment (FDI) in the Iraqi-Kurdistan Region from the perspective of foreign investors and governmental investment decision makers and determined the relative importance of each of these barriers from the perspective of these two research groups. The study assumed that there are no statistically significant differences between the views of these two research groups about the FDI barriers. The study also assumed that there is no statistically significant correlation between the views of these two study groups about the relative importance of the FDI barriers. Chi-Square Test of independence and Sperman's Rank Correlation have been used to test the hypotheses of the research. Results indicated that there are statistically significant differences between the views of these two research groups about the Economic, Financial, Legislative, Administrative and Organizational and Cultural Barriers. In addition, it was found that there are no statistically significant differences between the views of these two research groups about the Political and Infrastructure barriers. From the perspective of these two research groups, the Political and Infrastructure barriers are the most obstacles that impede the entry of FDI into the Iraqi-Kurdistan region.
